Gov. Edwards Announces Boards and Commissions Appointments


 Today, Gov. John Bel Edwards announced his appointments to several Louisiana boards and commissions.  

Board of Control for Southern Regional Education

The Southern Regional Education Board works with states to improve education. They provide policymakers with reliable data to inform sound policies and help states collaborate and share resources. The SRED serves educators with training that transforms teaching to prepare students for what comes next.

Representative Jason M. Hughes of New Orleans has been appointed to the Board of Control for Southern Regional Education. Rep. Hughes is a member of the Louisiana House of Representatives and will serve as a member of the Louisiana legislature.

Louisiana Drug Control and Violent Crime Policy Board

The Louisiana Drug Control and Violent Crime Policy Board reviews the needs of the state and local governments to make recommendations of funding to the Louisiana Commission on Law Enforcement to support a broad range of activities to prevent and control drug trafficking, drug related crime, and violent crime.

Billy Joe Harrington of Natchez, Louisiana was appointed to the Louisiana Drug Control and Violent Crime Policy Board. Harrington is the district attorney in Natchitoches Parish. He was nominated by the Louisiana District Attorneys Association and will represent district attorneys from the middle area of the state. 

Louisiana Board of Veterinary Medicine

The Louisiana Board of Veterinary Medicine was created within the Department of Health and Hospitals to promote the public health, safety and welfare by safeguarding the peoples of the State of Louisiana from incompetent and dishonest practices of veterinary medicine; to encourage more effective utilization of the skills of licensed veterinarians for the health and welfare of animal patients in the delegating of certain veterinary health care tasks to qualified Registered Veterinary Technicians; and to provide the most humane restraint, capture and death possible for unwanted, diseased, dangerous, and discarded animals with the training of Certified Animal Euthanasia Technicians for animal control. The right to practice veterinary medicine is a privilege as set forth by the Legislature and enforced by the Board.

Dr. Larry L. Findley, Sr. of Vinton has been appointed to the Louisiana Board of Veterinary Medicine. Dr. Findley is the owner and a veterinarian at the Delta Equine Center. He will serve at-large.

Louisiana State Board of Examiners of Psychologists

The Louisiana State Board of Examiners of Psychologists is created to safeguard life, health, property, and the public welfare, and in order to protect the people of this state against unauthorized, unqualified and improper application of psychology.  The board is also responsible for licensure and regulation of psychologists within the state.

Thomandra S. Sam, Ph.D. of Zachary has been appointed to the Louisiana State Board of Examiners of Psychologists. Dr. Sam is clinical supervisor for the Sexual Behavior Treatment Program within the Louisiana Office of Juvenile Justice.

Interagency Coordinating Council for EarlySteps 

The Louisiana State Interagency Coordinating Council for EarlySteps serves to advise and assist the Lead Agency in the performance of its responsibilities, particularly in regard to: (a) identification of the sources of fiscal and other support for early intervention services; (b) assignment of financial responsibility to the appropriate agency; and, (c) promotion of interagency agreements. The board also advises and assists the Lead Agency in the preparation of applications, the transition of infants and toddlers to preschool or other appropriate services at age three, and the preparation and submission of an annual report to the Governor and to appropriate federal authorities on the Status of EarlySteps.

Representative Rodney Lyons of Harvey has been appointed to the Interagency Coordinating Council for EarlySteps. Rep. Lyons is a member of the Louisiana House of Representatives and will serve as an elected member of the Louisiana Legislature.

Capital Area Human Services District Governing Board 

The Capital Area Human Services District directs the operation and management of community-based programs and services relative to public health, mental health, developmental disabilities, and substance abuse services for the parishes of Ascension, East Baton Rouge, East Feliciana, Iberville, Pointe Coupee, West Baton Rouge, and West Feliciana.

Gail M. Hurst of New Roads has been appointed to the Capital Area Human Services District Governing Board. Hurst will represent Pointe Coupee Parish as a parent, consumer or advocate in the field of addictive disorders.

Sparta Groundwater Conservation District

The guiding purpose and primary objective of the Sparta Ground Water Conservation District Commission is to conserve, protect, restore, and maintain the Sparta Formation Aquifer as a continuing source of high quality, potable water for current and future consumers by promoting conservation measures and the development of alternate sources of fresh water, pursuant to the authority and responsibility granted by the State of Louisiana.

Milton E. Melton of Ruston has been appointed to the Sparta Groundwater Conservation District. Melton is retired and will represent Lincoln Parish.

State Board of Optometry Examiners

The Louisiana State Board of Optometry Examiners regulates and insures the safe practice of optometry in the state of Louisiana.

Christopher W. Wroten, O.D. of Amite has been reappointed to the State Board of Optometry Examiners. Dr. Wroten is an optometrist with the Bond-Wroten Eye Clinic and will serve at-large.

Patient’s Compensation Fund Oversight Board 

The Patient’s Compensation Fund is an off-budget unit of the state which is 100 percent self-funded and not pooled in the general fund. The Fund was created in 1975 to provide an affordable and guaranteed medical malpractice coverage system for the private healthcare providers in the state. It basically plays the role of an “excess insurer” of private healthcare providers. The law allows a provider to have financial responsibility for the first $100,000 of exposure per claim whether through insurance or security deposit and enroll in the Fund for the excess coverage and be under an umbrella of the cap on damages. The vast majority of health care providers are enrolled in the Patient’s Compensation Fund and pay surcharges for the coverage and protection provided. The Patient’s Compensation Fund provides protection for the healthcare system, keeping costs down, and providing a guaranteed pool of funds to pay those citizens injured from medical malpractice of private health care providers.

Gregory L. Waddell of Baton Rouge was reappointed to the Patient’s Compensation Fund Oversight Board. Waddell is the vice president of legal, governmental and regulatory affairs with the Louisiana Hospital Association and will represent the class of health care providers contributing the second highest percent of the fund’s aggregate surcharge.

Jennifer F. DeCuir of Baton Rouge was reappointed to the Patient’s Compensation Fund Oversight Board. DeCuir is regional general counsel for FMOL Health System.  She will represent the class of health care providers contributing the second greatest percentage of the fund’s aggregate surcharges.

Louisiana Cemetery Board

The Louisiana Cemetery Board serves to license non-exempt and exempt cemeteries; monitor and review perpetual care and merchandise trust funds through yearly reporting requirements; approve pre-development applications for cemeteries; and conduct on-site examinations (audits) of cemeteries and other entities with perpetual care and merchandise trust funds. The board also investigates consumer complaints and concerns.

Caroll W. Suggs of Metairie has been appointed to the Louisiana Cemetery Board. Suggs is retired from Petroleum Helicopters and will serve at-large.

Louisiana State Arts Council

The Louisiana State Arts Council receives applications for matching federal funds available from the National Endowment for the Arts and such other funds made available to the council and make recommendations thereon. The Council reviews and approves or rejects said grant applications from other governmental units, community arts councils, and other private, nonprofit, and tax-exempt groups. Additionally, the Council advises departmental officers on the design and execution of an annual state plan consistent with the goals and policies of the department as provided by federal and state law, rules, and regulations, and submits the plan to the National Endowment for the Arts.

Eugene Y. Meneray of New Orleans has been appointed to the Louisiana State Arts Council.  Mr. Meneray is co-founder of the Ella Project and will serve as a nominee from the partnership for the arts representing the 2nd Congressional District and the 1st arts planning district.

Louisiana Stadium and Exposition District

The Louisiana Stadium and Exposition District is a state agency/political subdivision comprised of seven members appointed by the governor. The board’s primary purpose is to plan, finance, construct, ?develop, maintain and operate facilities located within the District for events of public interest. The LSED is responsible for the John A. Alario Sr. Event Center, Caesars Superdome, Smoothie King Center, New Orleans Saints Training Facility, TPC Louisiana, and the Shrine on Airline.

Glen D. Smith of LaPlace has been appointed to the Stadium and Exposition District (LSED).  Smith is the chief executive officer of The Magnolia Companies of Louisiana, LLC and will serve at-large.


Louisiana Rehabilitation Council

The Louisiana Rehabilitation Council listens to the concerns of those with disability issues, reviews, analyzes and evaluates the state rehabilitation program, collaborates with other state agencies, organizations and consumer groups.

Susan E. Nelson of Baton Rouge has been appointed to the Louisiana Rehabilitation Council.  Nelson is an attorney and adjunct professor at Southern University Law Center. She will serve as a representative of the Louisiana Workforce Investment Council. 

Louisiana Emergency Response Network Board (LERN)

The Louisiana Emergency Response Network Board serves to defend the public health, safety and welfare by protecting the people of the State of Louisiana against unnecessary deaths and morbidity due to trauma and time-sensitive illness.

Gerald A. Cvitanovich, M.D. of Metairie has been reappointed to the Louisiana Emergency Response Network Board. Dr. Cvitanovich is the coroner in Jefferson Parish and will represent the Louisiana State Coroner’s Association.

Scott M. Guidry of Lafayette has been appointed to the Louisiana Emergency Response Network Board. Guidry is general counsel for Acadian Ambulance and will represent the Louisiana Rural Ambulance Alliance.

Louisiana Public Defender Board

In pursuit of equal justice, the Louisiana Public Defender Board advocates for clients, supports practitioners and protects the public by continually improving the services guaranteed by the constitutional right to counsel. Through its commitment to performance standards, ethical excellence, data-driven practices and client-centered advocacy, the Louisiana Public Defender Board oversees the delivery of high quality legal services affecting adults, children and families, and supports community well-being across Louisiana.

 Holly K. Howat of Lafayette has been appointed to the Louisiana Public Defender Board. Howat is executive director of Beacon Community Connections and will represent the 3rdAppellate Court District.

Sabine River Authority Board of Commissioners 

The Sabine River Authority’s mission is to provide for economic utilization and preservation of the waters of the Sabine River and its tributaries by promoting economic development, irrigation, navigation, improved water supply, drainage, public recreation, and hydroelectric power for the citizens of Louisiana.

Kenneth M. Ebarb of Zwolle has been appointed to the Sabine River Authority Board of Commissioners.  Ebarb is president of the Sabine Parish Police Jury and will serve as a resident of Sabine Parish.

Coastal Protection and Restoration Authority Board  

The CPRA Board serves as the single state entity with authority to articulate a clear statement of priorities and to focus development and implementation efforts to achieve comprehensive coastal protection for Louisiana. The CPRA Board is working closely with other entities on coastal issues, including the state legislature; the Governor’s Advisory Commission on Coastal Protection, Restoration and Conservation; the Louisiana Recovery Authority (LRA); and the LRA’s Louisiana Speaks regional planning process.

Stephen W. Sagrera of Abbeville has been appointed to the Coastal Protection and Restoration Authority Board. Sagrera is a farmer and marshland manager. He will represent the Teche/Vermillion Basin.

Commission to Study Medical Release Eligibility

The mission of the Commission to Study Medical Release is to review the efficacy of the current eligibility requirements and recommend and review processes for compassionate release, medical parole, and medical treatment furlough.

Leslie Ricard Chambers of Baton Rouge has been appointed to the Commission to Study Medical Release Eligibility. Chambers is a policy advisor within the Office of the Governor and will represent the governor’s office.

Jackson Wright of Baton Rouge has been appointed to the Commission to Study Medical Release Eligibility. Wright is a policy research analyst within the Office of the Governor and will represent the governor’s office.

Board of Chiropractic Examiners

The Louisiana State Board of Chiropractic Examiners was created within the Department of Health and Hospitals by Legislative Act in 1974, for the purpose of licensing and regulating chiropractic practice to ensure the highest levels of professional excellence for the benefit and protection of the citizens of the State of Louisiana.

Kelleigh A. Payne, D.C. of New Orleans has been appointed to the Board of Chiropractic Examiners. Dr. Payne is a chiropractor and owner of Crescent City Chiropractic Center and will serve as a chiropractor.
